Countries around the world have closed their borders and stopped issuing visas and work permits in a desperate attempt to stop the spread of COVID-19.

The global mobility of people has come to a near standstill, and there are already enormous economic, social and political consequences threatening existing innovation systems and future economic growth, as well as the livelihood of high-skilled professionals and international students around the world.

This virtual expert discussion will assess the current situation, and the impacts of COVID-19 and prevention measures on global talents, as well as their recruitment and retention focusing on particular talent destinations and industries.

Prominent experts from leading think tanks, academic institutions, international organizations and the business community have been invited to participate and provide their insights and recommendations on how to mitigate the impacts of COVID-19 on talent mobility.

為最大力度控制新冠病毒的蔓延,各國紛紛臨時關閉邊境,暫停簽發籤證和工作許可。全球人員流動因此幾乎陷入停滯,已經造成了巨大的經濟、社會和政治影響:對現有的創新生態,未來的經濟增長,以及全球高技能人才與留學生的生活造成了威脅。

本次線上研討會將結合當前形勢,對新冠疫情和防疫舉措對全球人才的影響進行評估,特別是對一些人才目的地和人才集聚產業引進和使用全球人才的影響進行分析預判。

來自知名智庫、學術機構、國際組織以及企業界的知名專家將受邀對如何減輕新冠疫情對全球人才流動的影響提供有價值的洞察和建議。

-The COVID-19 pandemic is a watershed moment that could trigger the emergence of an enhanced global governance of talent mobility. CCG initiated the international nongovernmental organization 『Alliance of Global Talent Organizations』 to address gaps in the global governance of talent mobility and tackle issues that impede the global flow of talent. What do you think this organization could do in a post-COVID-19 world?

Huiyao WANG,Founder & President, Center for China and Globalization (CCG)

王輝耀全球化智庫創始人兼理事長

Dr. Huiyao Wang is the President of Center for China and Globalization (CCG), a non-government think tank in China that ranked among top 80 think tanks in the world. Dr. Wang is Vice Chairman of China Association for International Economic Cooperation under Ministry of Commerce, Vice Chairman of China Western Returned Scholars Association (WRSA). He is also the Dean of Institute of Development Studies at Southwestern University of Finance and Economics in China and Vice Chairman of China Talent Society. He was a senior fellow of Harvard Kennedy School, an adjunct professor at Guanghua Management School of Peking University and Ivey Business School of Western University as well as a visiting fellow at Brookings Institution.

王輝耀是全球化智庫(CCG)理事長,歐美同學會/中國留學人員聯誼會副會長、商務部中國國際經濟合作學會副會長,西南財經大學發展研究院院長、中國人才研究會副會長、中國華人華僑歷史學會副會長。曾擔任北京大學光華管理學院兼職教授、毅偉商學院客座教授、哈佛大學甘迺迪學院高級研究員和布魯金斯學會訪問研究員等。

Martin Geiger,Principal Investigator, CCG-Carleton Project on Talent Mobility

馬丁·蓋格,卡爾頓大學教授、CCG-卡爾頓大學全球人才流動研究項目主持人

Dr. Martin Geiger (Ph.D. 2011, University of Bonn, Germany) is Associate Professor of Human Migration and Mobility at Carleton University, Canada. As Principal Investigator, he is currently the leader of a SSHRC-funded project on global talent mobility which is carried out in partnership with the Center for China and Globalization (Beijing, China), the Immigrant Employment Council of British Columbia (IEC-BC) and several other research institutions, community organizations and business entities in Canada, China and other countries. Dr. Geiger is an Honorary member of the Institute for Migration Research and Intercultural Studies (IMIS) at University of Osnabrueck (Germany), a Senior Research Fellow of the Center for China and Globalization (CCG), and a frequent Visiting Lecturer at Moscow State University. He also serves on the steering committee of the International Metropolis Network. His main expertise concerns the link between talent mobility and innovation, and the role of international organizations and private companies/businesses in global and regional migration governance.

Giuseppe CROCETTI,Chief of Mission, International Organization for Migration (IOM) Mission in China

柯吉佩國際移民組織駐華代表

Giuseppe Crocetti is Chief of Mission in the People’s Republic of China, International Organization of Migration (IOM). Specializing in international human rights law with a focus on migrants』 rights, Mr. Crocetti began his career with IOM in 2005. Prior to his appointment as the IOM Chief of Mission for China and Mongolia on 1 December 2018, he served as the IOM Chief of Mission in Sri Lanka, Maldives, and Papua New Guinea. Mr. Crocetti holds a law degree and a masters in European studies and international relations.

Noah FRASER,Managing Director, China at the Canada China Business Council (CCBC)

Noah Fraser currently serves as the Managing Director, China at the Canada China Business Council, based in Beijing. The CCBC is the de-facto chamber of commerce between Canada and China, with over 40 years of history and 350 corporate members across both markets. Noah is responsible for all China operations, strategic business advisory services relating to China & Canada, national P&L, public affairs and member relations. Noah resided in Nanjing, China for 3 years from 2005 to 2008 working as a corporate language instructor and studying intensive Chinese before spending 10 years in the private sector on China-related files. He holds an Honours Bachelor of Social Sciences & Business Administration from the University of Ottawa, partially completed at the Chinese University of Hong Kong, and a certificate in Mandarin Chinese from Nanjing Normal University.

Dr.Jian Lu joined LinkedIn China as Presisent in April 2018, leading the R&D of products and tecnlogies in the China market and overseeing LinkedIn’s business in China. Dr. Jian Lu has over 20 years of experience in leading product and technology innovations in Silicon Valley and China. He is also an insipirional team leader, a renowned technologist and an experienced entrepreneur. Prior to LinkedIn, Dr.Jian Lu was the partner of Hujiang and CEO of CCtalk. He led the launching of commercial operations of CCtalk, turning an online teaching tool into an educational platform, and drove fast growth of the iTeacher community and Hujiang's platform business.

Patrick MACKENZIE, CEO, Immigrant Employment Council of British Columbia (IEC-BC)

Patrick MacKenzie is the CEO of the Immigrant Employment Council of BC. He has made a career of public service from coast to coast, working in policy and program areas aimed at supporting many of Canada’s most vulnerable communities through economic and social development as well as international relations. Previously, Patrick spent 11 years working for Immigration, Refugees and Citizenship Canada at its national headquarters in Ottawa and its regional offices in Vancouver. Throughout his career, Patrick has worked with partners on matters affecting aboriginal and immigrant populations, including immigrant economic integration, provincial nominee programs, credential recognition and labour mobility.

Lu MIAO, Secretary General, China Global Talent Society

Dr. Lu (Mabel) Miao is the Co-founder, Vice President and Secretary-General of the Center for China and Globalization (CCG), a Beijing-based premier non-governmental Chinese think tank. In ten years under the leadership of Dr. Miao, CCG has grown from a small research center with a limited staff into China’s largest independent think tank boasting over 100 full-time research and professional staff positions. Through her vision and unwavering dedication, she helped build a strong foundation for the organization’s research and policy advisory capacities over areas of international migration, global trade and investment relations, and global governance. Dr. Miao also chairs the organizing committees of the China and Globalization Forum and the China Outbound Forum, CCG’s two annual flagship conferences attended by the nation’s business elites, opinion leaders, and senior government officials. She is also a member of the prestigious B20 China Business Council.

David ZWEIG,Professor Emeritus, Hong Kong University of Science and Technology

崔大偉香港科技大學名譽教授

David Zweig is Professor Emeritus of Hong Kong University of Science and Technology. He also teaches in the EMBA and MBA programs at the School of Business Management, HKUST. He is Vice-President of the Center on China’s Globalization (Beijing) and Adjunct Professor, National Defense University of Science and Technology, Changsha, China. He lived in the Mainland for four years (1974-76, 1980-81, 1986 and 1991-92), and in Hong Kong since 1996. He was a Postdoctoral Fellow at Harvard and has a Ph.D. from The University of Michigan. He is the author or editor of 10 books, including Internationalizing China: domestic interests and global linkages and Sino-U.S. Energy Triangles: Resource Diplomacy under Hegemony. His most recent study is 「America Challenges China’s National Talent Programs,」 written with Kang Siqin and published by the Center on Strategic and International Studies, No. 4, May 2020.

崔大偉,密西根大學博士,香港科技大學社會科學學部名譽教授,中國國防科技大學兼職教授,中國與全球化智庫副主席,香港科技大學工商管理學院碩士課程(MBA)教員。1984至1985年,任美國哈佛大學博士後研究員。曾在中國大陸生活四年(1974 至1976, 1980至1981, 1986以及1991至1992),自1996年起在香港工作、生活。所著專著有四本,包括《國際化中國:國內利益與全球聯繫(2002)》,及六本參與編輯的出版物,包括《中美能源三角:霸權下的資源外交》(2016)。現關注的研究領域為「人才回流」,並在2017年獲得研究基金,用於研究留學回國人員創業群體。
